Notice on Radio Management During the Fifth World Internet Conference 为使第五届世界互联网大会无线电管理工作有章可循，满足世界互联网大会各项无线电业务的频率资源需求，保证世界互联网大会举办期间各种合法无线电发射设备、无线电台(站)正常工作，最大限度地减少各种有害无线电干扰，维护空中电波秩序，现就有关事项通告如下： For the purpose of regulating the uses of radio and the allocation of frequency resources during the Fifth World Internet Conference, the relevant matters are announced to ensure that every radio transmitting equipment and radio station will work properly and all kinds of harmful interference will be minimized: 一、无线电频率使用申请 I. Application for the Use of Radio Frequencies (一)第五届世界互联网大会筹备和举办期间，申请在会议活动场馆及其他指定区域内设置和使用无线电台(站)、无线电发射设备的组织或者个人，应向嘉兴市无线电管理局提交无线电频率使用申请。 (1) Prior to and during the Fifth World Internet Conference, any individual or organization must apply for the eligibility to set up and run radio transmitting equipment and radio stations at the conference venue or other designated areas. The application shall submit to the Jiaxing Radio Administration Bureau. (二)嘉兴市无线电管理局负责审批无线电频率使用申请，依据《中华人民共和国无线电管理条例》、《中华人民共和国无线电频率划分规定》作出是否许可的决定，自申请人成功提交无线电频率申请之日起5个工作日内，将审批结果通知申请人，耐玩页游，并向获得许可的申请人发放《第五届世界互联网大会专用无线电频率准予行政许可决定书》。 (2) Jiaxing Radio Administration Bureau is responsible for reviewing and approving applications based on the Regulations of the People’s Republic of China on the Management of Radio Operation and the Regulations of the People’s Republic of China on the Radio Frequency Allocation. Bureau will notify applicants whether they are qualified or not within5 business days, and only the qualified applicants will get the Written Decision on Approval of the Administrative License for the Use of Radio Frequencies during the Fifth World Internet Conference. 二、无线电设备的管理 II. Management of Radio Equipment (一)获得《第五届世界互联网大会专用无线电频率准予行政许可决定书》的组织或个人，在无线电台(站)、无线电发射设备进入会议活动场馆及其他指定区域内投入使用前，应将有关无线电发射设备送至嘉兴市无线电管理局指定的检测地点，接受嘉兴市无线电管理局现场检测。对于不便搬移的无线电台(站)、无线电发射设备，应当预约上门检测。 (1) For those individuals or organizations who receive the Written Decision on Approval of the Administrative License for the Use of Radio Frequencies during the Fifth World Internet Conference, they should send their radio transmitting equipment and radio stations to specified locations that are appointed by the Jiaxing Radio Administration Bureau for examination before setting up at the conference venue or other designated areas. If the radio transmitting equipment or radio station is difficult to carry, the Bureau will arrange an on-site examination by appointment only. (二)进入会议活动场馆及其他指定区域内的无线电台(站)、无线电发射设备，经检测合格后，应由嘉兴市无线电管理局粘贴“无线电台执照”专用标签。无线电台(站)、无线电发射设备只能在专用标签所规定的时间、区域和技术指标范围内操作使用。 (2) After the examination, radio transmitting equipment and radio station will receive a special label of“Radio Station License” issued by Jiaxing Radio Administration Bureau, and the radio transmitting equipment and radio station can only be operated under certain area and time that are specified on the label. (三)接入中国内地公众移动网络的手机和无线上网卡、具有Wifi功能的笔记本电脑和平板电脑、汽车无线遥控钥匙和照相机的无线遥控装置等设备在会议活动场馆及其他指定区域内使用，无需嘉兴市无线电管理局批准，无需粘贴“无线电台执照”专用标签。 (3) Mobile phones with cellular networks or wireless Internet cards, laptops and tablet PCs with built-in internet and wifi, automobile remote keys, wireless camera shutter release, and other similar devices do not need approval from Jiaxing Radio Administration bureau, nor the special label“Radio Station License”. (四)除前款规定的设备以外，其他平时无需办理无线电台执照的短距离(微功率)无线电发射设备，如：无线麦克风、无绳电话、无线电遥控玩具、公众对讲机等，在第五届世界互联网大会筹备和举办期间，必须经过嘉兴市无线电管理局批准，方可在会议活动场馆及其他指定区域内使用。未获得嘉兴市无线电管理局核发的《第五届世界互联网大会专用无线电频率准予行政许可决定书》并粘贴“无线电台执照”专用标签的，不得进入会议活动场馆及其他指定区域内使用。 (4) Except for the devices mentioned above, other short-distance (micro-power) radio transmitting equipment such as wireless microphones, radiophones, radio remote control toys, and walkie-talkies can only be used after receiving approval from Jiaxing Radio Administration Bureau during the Fifth World Internet Conference. Devices without special label“Radio Station License” attached to them shall not enter the conference venue or other desgnated areas. 三、无线电发射设备入(出)境管理 III. Entry (Exit) Control over Radio Transmitting Equipment
